Executive Director, Government Finance Officers Association
Jeffrey L. Esser is the Executive Director and CEO of the Government Finance Officers Association. In this role since 1982, he serves as the chief executive officer of the GFOA, which has a 80-member staff and a $14 million budget with offices in Chicago, Illinois and Washington, D.C. The GFOA serves government finance professionals from city, county and state governments from the United States and Canada.
Mr. Esser began his career with GFOA in 1979 where he served as the Director of GFOA’s Washington, D.C. Federal Liaison Center. In that capacity, he represented the views of the Association’s members before the U.S. Congress and Federal agencies.
Before joining GFOA, Mr. Esser was the Staff Director of Government Operations and Director of the Criminal Justice and Consumer Affairs Project for the National Conference of State Legislatures (NCSL). Mr. Esser was previously employed by the National Criminal Justice Association in Washington, D.C. and the Wisconsin State Senate in Madison, Wisconsin.
Mr. Esser received his Bachelor of Arts degree from the University of Wisconsin-Madison, where he majored in both Economics and Political Science. He since has worked towards his Masters degree in Public Administration at George Washington University, Washington, D.C.
