Although retirement benefits have long given state and local governments an edge in recruiting for certain jobs, that may change in the wake of the 2008 economic downturn. Because of the resulting decline in the value of equities, unfunded pension liabilities have grown. Human resource managers will need to keep a close eye on the strategies that are considered to address unfunded pension and retiree health liabilities.
