State and Local Government Workforce: 2011 Realities


This annual SLGE survey of human resource officials tracks state and local government trends in a wide range of workforce-related areas including hiring, retirement, and changes to retirement and health benefits, among others.

The 2011 survey finds that retaining staff needed for core services, reducing employee health care costs, and addressing employee morale and workload problems are the top workforce issues facing local and state governments. Other key findings include:

  • 25 percent of respondents reported that employees are accelerating their plans for retirement.
  • 71 percent said their workforce has shrunk since the 2008 economic downturn.
