Jeffrey L. Esser is the Executive Director Emeritus of the Government Finance Officers Association. He served as GFOA’s chief executive officer from 1982 to 2017, overseeing an 80-member staff and a $14 million budget with offices in Chicago, Illinois and Washington, D.C. The GFOA serves government finance professionals from city, county and state governments from the United States and Canada.
Mr. Esser began his career with GFOA in 1979 where he served as the Director of GFOA’s Washington, D.C. Federal Liaison Center. In that capacity, he represented the views of the Association’s members before the U.S. Congress and Federal agencies.
Before joining GFOA, Mr. Esser was the Staff Director of Government Operations and Director of the Criminal Justice and Consumer Affairs Project for the National Conference of State Legislatures (NCSL). Mr. Esser was previously employed by the National Criminal Justice Association in Washington, D.C. and the Wisconsin State Senate in Madison, Wisconsin. In 2018, Mr. Esser was appointed to the Board of Trustees of the Financial Accounting Foundation (FAF), the parent organization of the Financial Accounting Standards Board (FASB) and the Governmental Accounting Standards Board (GASB).
Mr. Esser received his Bachelor of Arts degree from the University of Wisconsin-Madison, where he majored in both Economics and Political Science. He since has worked towards his Master’s degree in Public Administration at George Washington University, Washington, D.C.
